Issue descriptionDeploy recipe bootstrapper via cipd to swarming. Current recipe bootstrapper is kitchen but it will change to recipe engine itself. If swarming-cipd integration ( issue 601022 ) is completed before recipe engine can be the bootstrapper, deploy kitchen via cipd. Otherwise deploy recipe engine via cipd to swarming.
