Builder view for swarmbucket

Implement builder view for swarmbucket.

A page at URL path
https://<mulo-host>/swarmbucket/prod/<bucket>/<builder>
should display builder view similar to buildbot with builds from buildbucket, which could be retrieved by executing
https://<buildbucket host>/_ah/api/buildbucket/v1/search?bucket=<bucket>&tag=builder%3A<builder>

milo: buildbucket builer view

add /buildbucket/:bucket/builders/:builder handler that fetches builds
from buildbucket and renders a builder page.

For a each build:
- try to retrieve buildbot build number or swarming task id for a nice
  URL label
- try to retrieve Rietveld/Gerrit CL link from build properties

Caveat: ATM not possible to retrieve got_revision from swarmbucket builds

Also fix some minor bugs.
