What steps will reproduce the problem?
(1) Open MR dialog in a fresh/guest profile.

What is the expected output?
First run flow should be shown above the dialog header.

What do you see instead?
Sometimes the first run flow is shown but sometimes it is hidden due to margins not being set (though it is "visible" as far as the DOM is concerned).
