Disable depot_tools bootstrap on Windows when it's running as recipe deps

I'm not 100% sure it's being run, but given that we run some commands from pinned depot_tools, we probably should disable such bootstrap with env variable since it's useless anyway.

I think vpython + CIPD packages have solved this problem since #4.
