[css-grid] Fragmentation slices the grid container bottom border / padding

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64; rv:46.0) Gecko/20100101 Firefox/46.0

Steps to reproduce the problem:
1. load the attached testcase

What is the expected behavior?
The break should occur at the bottom content edge of the grid container.

What went wrong?
The break occurs inside the bottom border.  The CSS Grid spec says "Class C break opportunities occur between the first/last row (column) and the grid container’s content edges."

which makes it very clear that there are no break opportunities inside a border or padding.

(In the testcases, there is some spacing after the last row that
comes from "align-content: space-around" which provides for
the class C break opportunity at the content edge.)

Able to reproduce the issue on Windows 7, Ubuntu 14.04 and Mac OS 10.11.4 using chrome latest canary M52-52.0.2741.0. Observed no break at the bottom content edge of the grid container as seen in Firefox.

This is a non-regression issue seen from past M35-35.0.1849.0, Hence marking it as untriaged.

Fragmentation is not supported yet on grid layout, so it's expected this doesn't work yet (like in the case of  issue #613341 ).
