Chrome OS context menus have no border/shadow

OS: Chrome OS

What steps will reproduce the problem?
(1) Right click something.

What is the expected output?
The context menu has a border or drop shadow.

What do you see instead?
Just a white edge. If the background is white, you can't see where the context menu ends and the page begins. See screenshot.
