Add reference boards to lab

Issue description

Currently, we tend to not have leader boards in the lab. Perhaps we should.

Which leader boards do you want to add?  Do you want leader boards like gru and reef?  I am happy to get these boards supported by the software group but not sure what you wanted me to do and if I am the right owner.

We will want to be careful here.  For platforms that do not have white label derivatives, the reference boards (Glados, for example) do not have all the hardware fixes that went into derivative OEM boards.  If we really want to go down this path we will need buy-in from HW folks so that they will take the reference boards to an MP-equivalent phase.
Puneet, this was originally filed as a follow up to you being surprised and upset that not all leader boards were in the lab today.

I think the verbal decision (partially implemented in GE) was to let the TPMs select leader boards, and move them around over time, based on what they think is most important.

Based on that, this is obsolete.
