Widget hit test masks and additional client areas should use SkPath, not Rect

They are not guaranteed to be rectangular.

This requires a mojo serializer for SkPath.

Lets hold off on this until we resolve 878914. If we end up not having the window-manager involved in hit testing at all, then this API is no longer needed.

I think we can leave these as rects for now as there's no overlap between ash-controlled frame and client-controlled client area.
