Regression:White patch appears on zoom action after applying theme

Chrome Version :52.0.2741.0 (Official Build) canary Revision 19d105a2a1ec66924ff415f27ff170db7a67ba36-refs/heads/master@{#394609} (32/64 bit)
OS:Windows(7,8,10), Mac (10.10.5)(10.11.4), Linux(Ubuntu 14.04 LTS)

Steps:
1.Launch chrome,Navigate to above URL and click on Add to chrome.
2.Open NTP and zoom to 110%,Observe.

Actual:White Patch appears in background of NTP on zooming.
Expected:White Patch should not appear in background of NTP on zooming.

This is a regression issue broken in M-50

That CL fixes the bug where image set does not use the device pixel ratio, and allows theme to use high DPI background when zoomed. I think the flashing is the side effect of an attempt to load 2x resources. And this can happen any image 

Given that this is correct behavior, and the flashing happens only when switching between 100% and 110% first time (or image cache is evicted), so I don't think this is significant enough to change it.
