Thanks for your report! I believe this app menu is part of the server-rendered piece of the NTP UI, in which case whatever change caused the regression wouldn't be in the Chromium changelog.

Just to clarify, since I wasn't sure until I watched the videos, the problem is that the open-hand pointing cursor doesn't change to a closed-hand dragging cursor.

Samarth, could you take a look?

I just tried this on a current trunk build on Linux, and on Windows Canary 52.0.2743.0, and I can't reproduce it. Maybe this was a regression in the OneGoogleBar which has since been fixed.
Can you try if this still reproduces for you?
Still able to reproduce the issue on Ubuntu 14.04 using latest M-52(52.0.2743.6).

samarth@Could you please look into this issue.

Huh, now it does reproduce for me as well, on Dev (52.0.2739.0 #393996) and trunk (53.0.2749.0 #395831), but not Beta (51.0.2704.54). (all Linux)
Status: WontFix (was: Assigned)
If you're still seeing this, this is an issue with the server-side identity widget. Please file an internal bug and I can help route.
