Profile switcher bubble frame has painting issues during show animation

Issue description

Chrome Version:52.0.2741.0 19d105a2a1ec66924ff415f27ff170db7a67ba36-refs/heads/master@{#394609} (32/64-bit)
OS:Windows8(Windows 8 Aero enabled)

What steps will reproduce the problem?
(1)Launch chrome and open NTP.
(2)Click on avatar icon located on top RHS and immediately observe the overlay.(kindly refer the video)

Actual:Weird traces of black line is seen on clicking avatar icon.(kindly refer the video)

Expected:No such traces of black line should be seen.

This is a Regression issue broken in M-52,will soon update other info.

Summary: Profile switcher bubble frame has painting issues during show animation (was: Regression:Weird traces of black line is seen on clicking avatar icon.)
If that is the correct regression range, my change does look the most suspect. But I can't see how that could possibly result from my change which should have almost no actual effect (essentially just a refactor). Can you repro this on any other platforms or with any other bubbles (e.g. bookmark bubble, zoom bubble, content settings bubble)?

Bumping down the priority as it's not that big of a deal (evidenced by the bug lasting a month and a half without being noticed).

Is a bit of the window is painting before the rest? Sorry, no clue what'd do that.
