Issue descriptionVersion: 52.0.2741.0 dev OS: Ubuntu 14.04,windows What steps will reproduce the problem? (1) Go to chrome://md-settings >> Check "Show home button" >> Select other radio button and enter some url (2) Now use side arrow buttons from keyboard and observe shift of focus from radio buttons Expected: On using side arrow keys in text field focus should not change between radio buttons Actual: Instead focus shifts even when editing text field. This is a regression issue broken in M52.

In 50.0.2633.0 dev we are able to enter text in other text field of home button and on hitting side arrows from keyboard highlight didn't shift to new tab page radio button.[Observe Expected video]. But from 50.0.2634.0 dev to 51.0.2674.0 dev unable to enter text in Other section of Home button. From 51.0.2675.0 dev able to enter text but the mentioned issue like focus shift is seen on using arrow buttons. Hence took good and bad as Good Build: 51.0.2674.0 dev Bad Build: 51.0.2675.0 dev.
