Regression: 'Manage search engines' button is seen weird on 'Settings' page

Issue description

Chrome Version: 52.0.2741.0 (Official Build) 19d105a2a1ec66924ff415f27ff170db7a67ba36-refs/heads/master@{#394609} 32/64-bit.
OS: Windows(7,8,10)

What steps will reproduce the problem?
(1) Launch chrome and navigate to chrome://settings page.
(2) Type letter 'S' in search settings box and observe 'Manage search engines' button. 

'Manage search engines' button is seen weird.
'Manage search engines' button should seen properly.

This is a regression issue, seen from M-52 series, will soon update other info.

Just to update.

Able to repro this issue on Windows 7 for Google Chrome Canary Version - 53.0.2750.0

I believe my change is only for views UI and didn't change any Web UI including the settings page.

tkent@: I suspect the cause is in webkit change. Could you triage? Thanks.
