Files, Camera, Gallery.apps is getting resized on enabling On-screen keyboard

Version: 51.0.2704.54/8172.38.0 (Official Build) beta-channel veyron_Jerry, Blaze, Daisy, Peppy
OS: Chrome

What steps will reproduce the problem?
(1) Sign in to user>> open Files.app, Camera.app, Gallery.app and minimize the apps
(2)Now open On-screen keyboard from accessibility menu>> minimize the On-screen keyboard>> now open Files, Camera, Gallery.app>> and observe

Expected: After minimizing the On-screen keyboard, Files, Camera, Gallery.app should not be resized
Actual: Instead resizing is seen

This is a Non-Regression issue as same behavior seen in M38: 38.0.2125.44/6158.19.0 beta-channel Daisy 

Issue is not applicable to Linux and Windows
Note: Issue is seen in Latest M52 as well

Able to reproduce the issue on Peppy using chrome version 51.0.2704.54/8172.38.0.
