Regression: Google Dashboard link is seen missing in md-settings

Version: 52.0.2741.0 dev 
OS: Ubuntu 14.04,windows

What steps will reproduce the problem?
(1) Sign in to chrome >> Go to chrome://md-settings and observe for Google Dashboard link

Expected: Google Dashboard link should be seen after signing into chrome.
Actual: Instead link is seen missing.

This is a regression issue broken in M52.

Unable to login to chromium builds. Hence providing manual changelog.

Good Build: 52.0.2740.0 dev 
Bad Build: 52.0.2741.0 dev

Able to reproduce the issue on Mac 10.11.5 using chrome version 52.0.2741.0
