Chrome Version: 52.0.2740.0 60dd666a273eb84d361f0fd5de11d770881b46bc-refs/heads/master@{#394284} (32/64-bit)
OS: Windows(7,8,10).

What steps will reproduce the problem?
1. Launch chrome, change browser language to 'Hindi' from 'chrome://settings/addLanguage' and restart the chrome.
2. Go to 'Welcome to Chrome' page or any page and right click on page to open context menu.
3. Now click on 'हिन्दी में अनुवाद करें' option and observe the translate bubble.

For a momment translate bubble is displaying in 'English' language.
Translate bubble should not display in 'English' language.

This is a regression issue, seen from M-52 series, below is bisect info.

Good build: 52.0.2738.0 (393887)
Bad build: 52.0.2739.0 (393907)
