Tested the issue on Windows 10, Mac 10.12.6 and Ubuntu 14.04 using Chrome version M65 - 65.0.3309.0 as per the issue mentioned in original comment according to the steps provided in the  issue 783552  (merged into this issue). 

Observed that viewport menu (3 dotted menu) gets truncated when viewport is completely narrowed down. Please find the screenshot attached. Same behavior is seen on all the platforms.

Yes, I can confirm that your screenshot is expected behavior.  After minimizing all the way, it will be truncated due to some minimum width.  Thanks
