[General] Spec consistent indications of button behavior

Currently we have blue buttons and two-line rows. They have different possible behaviors:
- Open a subpage
- Open a dialog
- Open another page/app
- Do something immediately

Can we find some way to consistently indicate the behavior across Settings?

P3 since not necessary for launch.

Closing this. Settings is mostly consistent with right arrows for subpages, and upward arrows for external links. Please file dedicated bugs about inconsistencies if you spot any.
