Add monarch collection for pre-cq CL counts

There is a statsd gauge in sync_stages.py:1569 that would be useful to have collected by ts_mon.

sync_stages: Add monarch collection for cl-counts

Added monarch collection to pre-cq CL counts, and pulled the
functionality out into a separate method.

Also, corrected the ts_mon configuration to use the correct
schema (monarch.aquisitions.Task rather than the default NetworkDevice).

TEST=Unit tests pass
