chrome_system_log full of not-implemented messages

What steps will reproduce the problem?
(1) Use ChromeOS; not sure if specific site or app is required to repro issue.

chrome_system_log will fill up with:

[1:1:0517/174808:ERROR:PlatformKeyboardEvent.cpp(117)] Not implemented reached in static blink::PlatformEvent::Modifiers blink::PlatformKeyboardEvent::getCurrentModifierState()

Status: Duplicate (was: Untriaged)
This was because of recent change in the logging. It has been this way for some time. Mainly the mouse move events for hover are not fetching the correct state.
