"Report an issue" button has no effect

What steps will reproduce the problem?
(0) Use device for several days.
(1) Go to "Report an issue" and click it.

What is the expected output?

Expect the feedback dialog to be displayed.

What do you see instead?

No feedback dialog is displayed.

Marking P0 since this makes it much harder for us to get feedback, log data, etc to diagnose issues.

Not able to reproduce this issue on build 8337.0.0/52.0.2739.0

@Wez,
Can you please try with "Alt + Shift + I" key combination.

Please attach debug logs from "chrome://net-internals/#chromeos" (store Debug logs).

Alt+Shift+i seems to switch languages on my device, not show the Feedback dialog (filed  issue 612990  for that).

Have shared the logs w/ you directly. Am going to de-dupe this to isseu 611922, since I found that the Feedback app had a renderer and killing it got things working again.
