Cannot delete information about downloaded files

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/50.0.2661.102 Safari/537.36

Steps to reproduce the problem:
1. Press Ctrl + J to go to downloads tab or use any other navigation method
2. Delete information about file you don't want to see in the list of downloaded files
3. Close browser, open it again and go to chrome://downloads

What is the expected behavior?
Information should be deleted permanently after pressing X button on file

What went wrong?
Information about file you have just deleted is back, it doesn't disapear

Did this work before? Yes Chrome version 49 or a bit before, hard to remember

Chrome version: 50.0.2661.102  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 21.0 r0

As seen in video, I am using many plugins, which could be reason of such behavior. But this bug was also represented by me with all plugins switched off, and on other PC with same chrome version.
