Create web shell integration test that verifies event.preventDefault() when overriding target=_blank

Create test with onclick="event.preventDefault()" and target="_blank", and then verify that no tabs are opened.

Status: WontFix (was: Started)
We'll not add tab support in web shell. Instead, we test it in chrome.  This test can be found at ios_chrome_web_egtests suite.
