Steps to reproduce the problem:
1. Open Chrome 52.0.2739.0 on Windows 7
2. Window title bar rendering is wrong

What is the expected behavior?
People picker should be to the left of the minimize / maximize / close controls

What went wrong?
People picker renders on top of the minimize control, making the minimize control impossible to click on.

Likely related to material design changes affecting the window "chrome" area of the browser.
