chrome pdf viewer ignore content-disposition header

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/50.0.2661.102 Safari/537.36

Steps to reproduce the problem:
1. set response header as Content-Disposition: inline; filename = "someDocumentName.pdf"
2. generate and open pdf file in chrome browser
3. try to save

What is the expected behavior?
chrome saves file as 'someDocumentName.pdf'

What went wrong?
chrome saves file with name of html page.

Viewing in 'Chrome PDF Viewer' extension is OK
