Issue description

Make all CrOS clients report that metrics reporting is opt-out.

This will only apply to clients that are not policy enabled.

Unlike other platforms, where the reporting is just for new installs, this will cause all CrOS clients to report opt-out.

This should probably be implemented by setting the same pref that other platforms use, then the reporting will take care of itself.
