OS Version: OS X 10.11.4

What steps will reproduce the problem?
1. go to https://developer.chrome.com/apps/app_identity#client_id
2. the steps 1 to 6 do not seem to match the process in the api manager.

The chrome extensions team probably owns this particular page (https://developer.chrome.com/apps/app_identity#client_id). However, steps 1 to 6 refer to the google developer console, which is definitely not owned by anyone on chrome team.
