Unnecessary white line is seen after clicking on link button and navigating back

Issue description

Chrome Version: 51.0.2704.54 0a83ee128f7de73f3ed9fb8e920541134464f086-refs/branch-heads/2704@{#583} (32/64-bit)
OS:Windows (7,8,8.1,10),Mac OS X(10.10.5, 10.11.4),Linux

Precondition: Enable 'new gaia password-separated sign in flow' flag from 'chrome://flags'.

What steps will reproduce the problem?
1.Launch chrome and click on avatar icon from top right, click on 'sign in to chrome' button.
2.Click on 'next' button and click on 'need help finding your account' link again click back button,observe the blue background

Actual: Unnecessary white line is seen after clicking on link button and navigating back.

Expected: Unnecessary white line should not be seen after clicking on link button and navigating back. 

This is a Non-regression issue seen from 'M-50' series since the new feature is introduce from build no - 50.0.2641.0
