Issue descriptionVersion: 51.0.2704.54 OS: Ubuntu 14.04,Windows Pre-condition: Enable 'Material Design User Manager' flag from 'chrome://flags' What steps will reproduce the problem? (1)Launch chrome -> Sign into Profile-> click on avatar icon (2)Now click on 'Switch person' option for User Manager window-> Select 'ADD PERSON'-> Now Check the 'Supervise this person...' checkbox -> click "Select an account" Dropdown (3)Now hover the Mouse on accounts and observe for focus(Please refer Video) Expected: On mouse hovering Focus should be seen for Options in 'Select an account' dropdown Actual: Instead Focus is not seen for Options On mouse hovering This is Non-Regression Issue as 'Select an account' dropdown with Accounts Feature is introduced from 51.0.2703.0 Build Below is the MANUAL CHANGELOG URL: https://chromium.googlesource.com/chromium/src/+log/51.0.2702.0..51.0.2703.0?pretty=fuller&n=10000 Suspecting https://codereview.chromium.org/1826903002 from Manual Changelog @mahmadi : Please feel free to re-assign if its not related to your change

How trivial is it to add hover states to the dropdowns? The base behavior for paper-dropdowns doesn't include hovers (unfortunately) so I don't consider this a blocker if it's non-trivial.
