What steps will reproduce the problem?
(0) UAC (User Account Control) settings set to Default
(1) Right click over chrome shortcut and click 'Run as administrator'
(2) Open external link from a document or just click on desktop icon

What is the expected output?
- New tab is opened in the previous opened window

What do you see instead?
- Dialog showing that 'Google Chrome is unresponsive. Relaunch now?'
