Non-Regression: Devtools doesn't come to front end on clicking edit option when it is undocked as separate window |

Issue descriptionVersion: 51.0.2704.54 beta OS: Ubuntu 14.04,windows What steps will reproduce the problem? (1) Launch chrome and open devtools on any page >> Click on emulation button (2) Now dock devtools as separate window >> Now click on responsive and select "edit" option and observe Expected: On clicking edit option edit overlay should be opned and devtools should be seen on front end. Actual: Instead it remains in back end. We cant see devices overlay unless you navigate to devtools. This is a Non-regression issue as it is seen from the introduction of new emulated view in M49. @dgozman: Please confirm the issue.
