Every tabs shows a warning chrome.guestViewInternal is not available

Run chromium, open ntp, for each tab you'd see following warnings in console
chrome.guestViewInternal is not available: 'guestViewInternal' is only allowed to run in privileged pages, but this is a web page", source: chrome-search://most-visited/single.html?removeTooltip=Don%27t%20show%20on%20this%20page (0)

This is due to trying to agressively inject guestViewIframe module in dispatcher.cc, I'll fix.

Do not try to load "guestViewIframe" module when guest view internal isn't
required.
