Tooltip from minimized window impossible to dismiss

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.47 Safari/537.36 Steps to reproduce the problem: 1. Move the mouse over something on a page that has a tooltip (`title="..."`). 2. While the mouse is in motion, cause WM_SYSCOMMAND, SC_MINIMIZE to be sent to the browser window (eg press Windows+DownArrow) 3. After the window minimizes, the tooltip will appear on screen. It is impossible to dismiss the tooltip. Clicking on it temporarily hides it, but it immediately respawns. The only way to make the tooltip go away is to restore the source window and move the mouse over the page. What is the expected behavior? The tooltip should never appear. What went wrong? The tooltip appears and never goes away. It remains always on top of all other windows and makes me feel very stabby. Did this work before?
