Feature Request: Accessibility Setting to Stop Text Caret Blinking |

Issue descriptionOS: Chrome Currently, when you place the cursor in any text field, the text caret blinks. This is helpful for some users, as it visually indicates where their cursor is. Yet we have received feedback that for any users with epilepsy, this blinking essentially makes Chrome unusable as it can trigger an episode. Key stats: 1 in 26 Americans will develop epilepsy in their lifetime. An estimated 3 million Americans and 65 million people worldwide currently live with epilepsy. Each year at least 200,000 people are diagnosed with epilepsy. (Source: http://www.cureepilepsy.org/aboutepilepsy/facts.asp ) Proposed Solution: We should have a simple setting in accessibility settings and/or trackpad settings for a stable, non-blinking text caret.

We already have a feature to turn off all animation. It's fully implemented but the only way we have to trigger it is with an extension. Let's just combine that with this feature too.
