Chrome Extension Window with "always-on-top" flag set randomly steals keyboard focus.

Issue description

Chrome Version       : Chrome 44.0.2403.125 (64-bit) 
URLs (if applicable) :
OS version               : OS X 10.10.4
Behavior in Safari 3.x/4.x (if applicable): Unknown
Behavior in Firefox 3.x (if applicable): Unknown
Behavior in Chrome for Windows: Unknown

What steps will reproduce the problem?
 - Undetermined, report indicates flaky.
What is the expected result?
 - Keyboard focus not unexpectedly stolen by "always-on-top" Chrome Window.
What happens instead?
 - Keyboard focus unexpectedly stolen by "always-on-top" Chrome Window.

Details:

Received an internal report (on September 1st, 2015) regarding an  "always on top" window created by a Chome extension (Play Music Chrome App):

> I have the pop-out player in the corner of my screen with always-on-top

Reporter followed up and confirmed that after turning off the "alway-on-top" setting, he did not see the window grabbing keyboard input. Turning the flag back on caused focus-stealing behavior to reappear.

The Play Music team said they don't do anything special when window is "always-on-top" (see b/23707079) and Chrome contact recommended filing a bug with Chromium.

Passing to xiyuan@ for apps triage (this is apps, not extensions).  cc'ing mac guru tapted@ in case he knows of something similar.  That said, the fact that this bug was reported from Chrome 44 is somewhat discouraging - I think that was around a year old even at the time of the filing.

Based on the dates, and the last comment on b/23707079, I think it's likely that this was  Issue 546509 , which was fixed earlier this year.

But please comment if you've seen this recently.
