add rsync for wmatrix installation to writable partition

Currently, wmatrix is installed under /whinning, a read-only mount. So you can not change the content in "config.ini". We may want to do something similliar to "autotest", rsync the directory under /usr/local/whinning.

What info do you want to change in the config.ini?

Nothing specific yet. The database username/password and "default_days_back" could change. We may add other configurable settings in the future as well. 

I don't think this stops us from shipping moblab.
