Non-Regression: Unable to scroll gmail page when we click on empty space between mail thread and scrollbar |

Issue descriptionVersion: 52.0.2739.0 dev OS: Ubuntu 14.04,windows What steps will reproduce the problem? (1) Login to gmail and open any long mail thread >> Now click on space between mail thread and scrollbar (2) Now click down arrow from keyboard and observe for scrolling. Expected: Should be able to scroll the page by hitting down arrow. Actual: Instead unable to scroll the gmail page after clicking in between conversation and scrollbar. NOTE 1: This works fine in firefox. NOTE 2: This works fine[Able to scroll using down arrow] when we click on mail thread. This is a Non-regression issue as same behavior is seen from M36 linux and M30 windows.

Able to reproduce this on the latest canary(52.0.2739.0) on Windows-7, Linux Ubuntu 14.04. Worked fine on MacBook Retina(10.11.4) with the same chrome version.

It looks like a click on an absolute-positioned descendent of a static-positioned scroller will focus the scroller, but only if it has a tabindex attribute. Repro: https://output.jsbin.com/gogiwix (Gmail resembles the left-hand case)
