Issue descriptionChrome Version:52.0.2739.0 (Official Build) e63177a3d418d078a8777d83f817c11e30831d7b-refs/heads/master@{#393996} (64 bit) OS:Mac Pro(10.10.5,10.11.4),Mac Retina (10.11.4) What steps will reproduce the problem? 1.Launch chrome and navigate to any webpage. 2.Press cmd+P to open print preview, click on 'margins' option and select 'custom' 3.Now scroll the page up/down via middle mouse wheel 2-3 times and observe. Actual: Scroll bar gets stuck while scrolling if custom option is selected from print preview. Expected: Scroll bar should work smoothly while scrolling if custom option is selected from print preview. This is a Non-regression issue seen from 'M30' series i.e (Chrome version: 30.0.1549.0) Note: Issue not seen on Windows & Linux OS.

When the mouse is hovering over a "custom margin" line, the scroll events are forwarded to that line instead of the page and therefore the page is not scrolling. Moving the mouse slightly to not overlap with a custom margin line causes the page to scroll again. A proper fix would be to forward scroll events to the page even when the mouse is hovering over a line, not sure how involved this fix would be though.
