Focus ring is seen not traversing according to tab operation

Issue description

Version: 52.0.2734.0/8334.0.0 (Official Build) dev-channel Daisy, Peppy
OS: Chrome

What steps will reproduce the problem?
(1)Recover OS via USB>> Click on Accessibility>> enable Chromevox(Spoken feedback)>> enable On-screen keyboard>> open On-screen keyboard>> try to do tab operation>> and observe

Expected: Chromevox's focus ring should be traverse according to tab operation
Actual: Instead focus ring is seen staying away according to tab operation (seen improper)

This is a Regression issue as issue is not seen in M50: 50.0.2661.103/7978.74.0 stable-channel Daisy

Issue is not applicable to Linux and Windows

Able to reproduce this on 52.0.2734.0/8334.0.0 dev-channel Peppy as well.

We should  do tab operation>>open On-screen keyboard>> and do tab operation to observe the behavior.
