Unnecessarily bidirectional arrow pointer is seen in 'Quick source' panel.

Issue description

Chrome version : 52.0.2739.0 (Official Build) e63177a3d418d078a8777d83f817c11e30831d7b-refs/heads/master@{#393996} 32/64 bit
OS :  Windows (7, 8, 10), Linux (14.04 LTS) and Mac OS X(10.10.5, 10.11.4)

What steps will reproduce the problem?
1. Launch chrome, open NTP and hit F12 key to open devtools.
2. Press Esc key, click on 'Iron icon' and select 'Quick source' option.
3. Now hover mouse at the bottom part of 'Quick source' panel and observe the pointer.

Actual : Unnecessarily bidirectional arrow pointer is seen instead of normal arrow pointer.
Expected : Unnecessarily bidirectional arrow pointer should not be seen.

This is a non-regression issue, seen from M-52 (Build 52.0.2739.0) as this is a newly added feature.
