Scanning when GATT Server is enabled causes all found devices to get connected |

Issue descriptionVersion: 52.0.2734.0, 8330.0.0 What steps will reproduce the problem? (1) Run a GATT server, e.g. through rkc's demo extension. (2) Through the UI or command line, turn Bluetooth scanning on. (3) See the GATT server connect to all devices found. As per Rahul, "This isn't intended behavior but the UI will never be visible when a user is using these APIs since they will only be available in Kiosk Mode"
