On domains which only have 'Chrome KIOSK' licenses, all User Settings are hidden.

the enrollment section of the User Settings should still be exposed, as these are relevant for Kiosk Mode devices

this would still not allow users to login, but gives controls to admins on who and how they would enroll devices.

customers love the 'move device into user's OU', and asset tag on enrollment options, so we should give this to them with kiosk licenses also.
