Installer text is blurry on Hi-DPI devices

Issue description

Version: 52.0.2738.0 (Official Build) canary (64-bit)
OS: Win10

What steps will reproduce the problem?
(1) Get the chrome canary installer
(2) Run ChromeSetup.exe on a machine w/ a Hi-DPI screen

The installer text "On your marks" (etc.) should be sharp. Instead, it is blurry and pixelated. It looks like a scaled up image rather than vector drawn text.

This is just a polish issue, but it is the kind of thing that makes it feel like Chrome wasn't designed for Hi-DPI screens. Getting that impression right off the bat is not great.

This fix will ship with GoogleUpdate version 1.3.31.x in June/July 2016.
