heavy stuttering and slow scroll

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2738.0 Safari/537.36

Example URL:
http://steamcommunity.com/id/moix11/wishlist

Steps to reproduce the problem:
1. Go to http://steamcommunity.com/id/moix11/wishlist
2. Scroll

What is the expected behavior?
Smooth scrolling.

What went wrong?
HeavyStuttering and slow scrolling compared to other broswers.

Does it occur on multiple sites: N/A

Is it a problem with a plugin? No 

Did this work before? Yes It works fine on Chrome 50.0.2661.102

Does this work in other browsers? Yes 

Chrome version: 52.0.2738.0  Channel: canary
OS Version: OS X 10.11.5
Flash Version: Shockwave Flash 22.0 r0

I've disabled all extensions in Chrome Canary.

Unable to reproduce the issue on MacBook Pro Retina 10.11 chrome version 52.0.2738.0 - Observed smooth scrolling

Could you please try the same on a new profile and let us know the behavior. You can create a new profile from chrome://settings

You are right. I logged out of Steam and the scrolling became smooth.

If I login the issue appears with other browsers too so I guess this is not a Chrome problem.
How do I close the issue?
