Failed to import ts_mon

Many (all?) GCE builders are now seeing this error right after cbuildbot starts.

WARNING:root:Failed to import ts_mon, monitoring is disabled: cannot import name gce

Paul, could you start with a quick logging CL so that I can push out to autotest, then we can tackle the actual failure second?
