Android Galaxy S5s failing "InstallChromePublic.apk" step

Issue description

Status: Started (was: Untriaged)
This appears to be due to https://codereview.chromium.org/1980723002. I'll take this.

Also, provision_devices should be failing rather than simply issuing a warning, as it's responsible for blacklisting all of the devices.
The S5's version of date seems to:
 - set the date as though it were in local time
 - print the resulting date in utc

[Android] Back out UTC changes for pre-M in provision_devices.

This also changes exit codes for two types of device errors.
