OS :  Windows (7, 8, 10), Linux (14.04 LTS) and Mac OS X(10.10.5, 10.11.4)

What steps will reproduce the problem?
1. Launch chrome, open NTP, hit 'Ctrl+S' and click on 'Save' button. (Download bar will appear)
2. Open drop down list present on download bar and select 'Always open files of..' option.
3. Now go to 'chrome://history', click on 'Clear browsing data..' and select 'Cancel'.
4. Scroll down the page and observe the 'Clear auto-opening settings' button under 'Downloads' section.

Actual : 'Clear auto-opening settings' button is seen chopped in chrome://settings.
Expected : 'Clear auto-opening settings' button should be seen properly.

This is a regression issue, broken in 'M-45', below is manual bisect and Narrow bisect info:
