Regression: Weird white patches is seen on header of www.irctc.co.in

Issue description

Chrome Version: 52.0.2738.0 (Official Build) a509a1e6dee3c9b9572e5662a0dceb08c8502c25-refs/heads/master@{#393766} 32/64-bit.
OS: Windows (7, 8, 10), Mac (10.10.5)(10.11.4),Linux (ubuntu 14.04 LTS).

What steps will reproduce the problem?
1. Launch chrome and go to https://www.irctc.co.in/eticketing/loginHome.jsf and observe the header part.

Weird white patches is seen on header.
No such patches should seen on header.

This is a regression issue, broken in M-52 series, will soon update the info.

Slimmed the web site HTML down, created a reduced test-case (attached), and reproduced the "white patches".

The web page document is in quirks mode (transitional).  The list items in the top navigation bar have CSS border style:

   border-left: #ffff 10px solid;

#ffff is 4-hex digit color, which CSS did not previously accept.

Support for 4/8-hex color that was added to the CSS specs, and added to Chrome in the patch mentioned in #1.

My guess is we'd have to update the quirks mode spec with yet another quirk and we probably don't want to do that (too may quirks already).

So this is working as intended.  The error is the web page (a #FFFF color) is a developer bug / error.

Closing WontFix.
