Tablet mode: Rotation at login screen leads to wrong layout

Version: minnie R52 8221.0.0, also oak R52 8249.2.0

What steps will reproduce the problem?
(1) Power up Chromebook, wait for login screen to appear
(2) Enter tablet mode (flip display around)
(3) Rotate screen a few times (10 times?)

What is the expected output?

Login icons well centered on page, buttons at the bottom of the screen.

What do you see instead?

After a few rotations, layout is incorrect (either landscape on portait mode, or the opposite), see photo attached.

drinkcat@　can you reproduce this in lock screen? Or this happens only on login screen?

Could not reproduce at lock screen.

But TBH I could not reproduce reliably today at login screen either (seen once only, out of many attempts, exact same version on minnie).
