Wrong layout when white-space: pre is set

It happens on both latest Canary (52) and stable (50) builds

What steps will reproduce the problem?
data:text/html;charset=utf8,<span style="white-space: pre; font-family: Consolas, Courier">%D8%B4%D9%88%D8%A7%D9%84<span>"</span></span>

What is the expected result?
No overlap of double quotation and text, compare it to when no "white-space: pre;" is set.

It happens with other characters also if wrapped with <span>,

data:text/html;charset=utf8,<span style="white-space: pre; font-family: Courier">%D8%B4%D9%88%D8%A7%D9%84<span>A</span></span>

Looks to be a font-fallback shaping issue, over to Mr Drott.

Bump. On c#3, I found out this is less related to fallback as c#3, also I guess this should be a regression introduced some milestones ago.
